假如我是特首 - 房屋政策

let me write my view b4 tmr
since, there are 公屋, 居屋, 夾屋, 置安心屋, 我很久以來就想到, 為香港建立長久balance經濟, 而不會每10年因為單一sector產生漏洞給國際bigdogs提款.

我的計劃, 是真正的屋, 人人的屋及家, 所以命名"屋"屋.

市民第一次購入樓價, 是當時(適用於任何時)的樓價的1/10. 但管理費是$4(細面積)到$4.5(大size單位) at least per sq feet. 因為我起的屋屋不是公或局屋那上差的design, 我定下的是嚴謹屋苑管理, 亦要不斷保養及儲management fund為了將來每15年大清潔及更換外牆紙皮石(不會只掃油翻新), 讓大廈內外內保持美好condition.

space allocation, 除予kitchen and bathroom, 每一人分配85sft, 2人家庭就是85*2 + kitchen and bathroom. 分最多4種 size, 360, 4xx, 5xx及 650.

只有2個bay window (regardless what size of flat), living room x 1 and master bedroom x 1

不可轉賣私人市場, 只可賣回gov't (sell back price is exactly what u paid, that will ease the potential property rise, make it a true "home" for people).

如你sell back to gov't, u gain nothing but lost interests (opportunity cost) and the management fee so far u have paid.

基建 infrastructure才是重頭戲, (dun flame me about environmental protection), Lantau island, 鋪地底電鑬, water pipe, sewage... ... highways, street pavement, hospital, fire services dept/station, police station, bus terminal.

我明白會對lantau的水牛有很大影響, 所以會安置水牛區. 屋苑會有較高圍牆, 不會有屏風樓 (2,3 blocks built next to each other etc), 樓高不會exceed 40/F.

當人儲夠錢, 可以自己去私人樓市場買private sector's property

from ST view, 會對private sector有極大影響, 但, 聰明的香港人很快會知道, this is a revised plan from mainland grandpa/ singapore and my lord. 長遠是多方贏.

當然, 霸權不會再有, 但, 豪宅仍會是rich guy炒, gogogo.

細心想, 我是將香港經濟納入正軌, 其他business sectors很 smart, 各行各業很快會興盛, 就如 south korea一樣, design, electronic sectors, 又再自己出頭.

因為, 香港太多smart guys, 只要恐魔爪子一去(貴租), 所有行業很快會auto run.

以前, 買第二property後, 最終在long term上, rent會payoff所有樓價up and down and interest.
現在, 一般人如果接錯fire club, 第二property就變了未來10年(or more)的負擔, 如銀行追差價(i guess if this did not happen in the past then will not happen in future but no gaurantee), 就大大wot了.

如不是R-group, sith, 2009-2010, 我重想, 可能ben, fatcat, 我等都已用了2nd mortgage去買多一個細property收長租purpose.

就是近三年, 世界大轉變, 才令人拾擔心到底r-group下一步是什麼.

我們的上一代 (ben, fatcat, mo's parent etc), 因為都沒有經歷過資本主義的大蕭條, 所以他們老人家, 是不明白現在, right now, whats happening in the financial market, and thats happening globally.

thats why i always mention in the yahoo blog:

for small flat, that translates into $1200+.

people would argue, if i buy a "屋屋" flat size 5xx, what do i need to pay $2k?
if i bought a property in the private sector, the mortgage payment will amortize downward (less principal + more int in the 1st 8yrs; more principal + less int in the next 7yrs).

and if i bought a private sector flat, eventually i will complete the amortisation.


i still have some technical issues to resolve but this will not hinder the big picture of how to create homes for people. one of the ideas come to my mind is, deduct the management fee by 30% after 10yrs, then another 30% after another 10yrs. this will match a normal 20yrs mortgage plan.

而因為我的計劃只照顧人人擁有家(注意, 我不是指窮人, 不是label沒有上車的人, 我是restore justice on the economic development不被單一sector蠶食所有香港人的收入而不回饋社會發展), 所以此房屋policy並不會對豪宅有任何影響, 豪宅炒作, 仍然是受資金, 經濟cycle影響. 至少一, 有錢人的資訊及負擔能力, 比一般市民強得多, 可以承受自己炒作失敗(高位接捧).

參考singapore, iran, england etc, perspertive takes a long time to change or correct, we need to start from education.
